One person plays penny whistle on one Beatles recording. That is Paul McCartney, on 'The Fool on the Hill', written and sung by McCartney, on the Magical Mystery Tour album, cut 6 September 1967. The record is from 1967. 'The Fool on the Hill' is one of the few with recorder, one of only two of their recordings like that.
